We are seeking to hire the Chief of Medicaid Data Analytics who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.  This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.


This position is located in the Bureau of Medicaid Data Analytics.  Join Data Analytics as we gather, explore, and examine data to provide meaningful and impactful analysis that shapes the future of Florida Medicaid.  As the Agency hub for analytics, reporting, and visualization, the Bureau of Medicaid Data Analytics examines critical aspects of Floridians’ health, health care services and costs, and is vital to managed care rate setting, health care economics, and health plan evaluation.


This position is responsible for working  independently providing managerial work planning, supervising, and coordinating programmatic activities for the Bureau of Medicaid Data Analytics.  Job duties include high level management of the Agency for Medicaid business intelligence, including health economic and statistical analyses for the Statewide Medicaid Managed Care program (SMMC), supervision of actuarial analysis and technical/analytical support with regards to the managed care capitation rate setting process, supervising federal reporting and focused studies, and overseeing the preparation of all types of data analysis for the Division of Medicaid.  The position will require the incumbent to present and engage in various stakeholder meetings/conferences.


Primary responsibilities of this position include coordinating and supervising activities of approximately 45 staff in the Bureau of Medicaid Data Analytics to ensure continuing operations, compliance with state and federal mandates, and maximizing productivity, reporting, communication and efficiency with both external and internal stakeholders.

Strong knowledge of health care economics or analysis, including directly working with large data sets, preferably in a managed care insurance environment.
Knowledge of principles and processes involved in business or organizational planning, coordination, and execution.  This may include strategic planning, resource allocation, manpower modeling, leadership techniques, and production methods.
Knowledge of national initiatives related to health care data and health care quality or performance improvement.
Knowledge of health care economics or analysis, including directly working with large data sets, preferably in a managed care insurance environment.
Knowledge of economic and accounting principles and practices, the financial markets, banking, and the analysis and reporting of financial data.
Knowledge of or experience writing queries and extracting data from databases.
Strong knowledge of SQL, SAS, or other programming skills related to data extraction, transformation, and loading.
Ability to utilize information technology to solve complex problems.
Ability to organize data into a logical format for presentation in reports, documents and other written material.
Ability to solve problems and make decisions.
Ability to manage and supervise professional data analytics managers.
Ability to manage and supervisor senior managers of the capitation rate process for Florida’s SMMC plans.
Ability to identify organizational and business processes that must be changed to achieve a goal.
Ability to motivate, develop, and direct managerial staff.
Ability to communicate effectively with others verbally and in writing.
Ability to travel with or without accommodations.

At least three of experience working with SQL, SAS, or other statistical analysis software to manipulate and analyze multi-million record databases
At least three years of management experience.
At least three years of experience working in statistical modeling or statistical problem solving environment or relevant statistical modeling.
At least three years of professional work experience utilizing Excel, Access, or other Database programs.
At least three years of experience managing and supervising subordinate data research professional staff.
A bachelor’s degree in mathematics, accounting, finance, economics, statistics, actuarial science, or quantitative analytics is preferred and can be substitute for one year of required experience.

Professional or non-professional experience in the field of analytics may substitute on a year for year basis for the preferred education.

Experience reporting data in the form of speeches, position papers, publications, reports, and other technical writing documents.
